En una conferencia de prensa, el Ministro Federal de Sanidad, Prof. Dr. Lauterbach, present\u00f3 los nuevos datos clave en el curso del debate sobre la legalizaci\u00f3n del cannabis en Alemania. El proyecto de ley se presentar<\/strong>\u00e1 <\/strong>antes de finales de abril, y su aplicaci\u00f3<\/strong>n tendr\u00e1 <\/strong>lugar a finales de a\u00f1<\/strong>o.<\/strong><\/p>\n

Karl Lauterbach<\/a> (SPD<\/a>), que junto con el ministro de Agricultura, Cem \u00d6zdemir<\/a> (Verdes<\/a>), present\u00f3 una versi\u00f3n light del proyecto de ley ya presentado el a\u00f1o pasado, anunci\u00f3 que el consumo personal de 25 gramos al d<\/strong>\u00ed<\/strong>a y 50 gramos al mes, un m\u00e1<\/strong>ximo de 30 gramos para los menores de 21 a\u00f1os, y el cultivo de 3 plantas hembra ser\u00e1<\/strong>n legales en el futuro<\/strong>. La implementaci\u00f3n se basa en dos pilares, uno r\u00e1pido y otro vinculado a ensayos modelo y dise\u00f1ado para un periodo de tiempo m\u00e1s largo.<\/p>\n

LOS DATOS DE LA LEGALIZACI\u00d3N DEL CBD<\/h2>\n

El primero consiste en permitir el acceso legal a trav\u00e9s de clubes de cannabis con un m<\/strong>\u00e1<\/strong>ximo de 500 miembros<\/strong>. Cada miembro no podr\u00e1 <\/strong>tener m\u00e1<\/strong>s de 25 g<\/strong> en su poder, pero tambi\u00e9n podr\u00e1 comprar hasta siete semillas o cinco esquejes para autocultivo<\/strong>. Se denegar\u00e1 <\/strong>el acceso a los menores de 18 a\u00f1os<\/strong>. A diferencia de lo que se sabe sobre Espa\u00f1a, el consumo en las asociaciones sin \u00e1<\/strong>nimo de lucro estar\u00e1 <\/strong>prohibido<\/strong>. Lo mismo se aplica a los espacios p<\/strong>\u00fa<\/strong>blicos, por ejemplo cerca de guarder\u00ed<\/strong>as, escuelas y zonas peatonales hasta las 20.00 horas<\/strong>.<\/p>\n

\u00d6zdemir se\u00f1al\u00f3 que la marihuana, tambi\u00e9n llamada hierba, es un estimulante com\u00fan en la sociedad y que la clasificaci\u00f3n ilegal fomenta el mercado negro, por tanto la distribuci\u00f3n de productos impuros. Por tanto, ha llegado el momento de una distribuci<\/strong>\u00f3n controlada con l\u00ed<\/strong>mites<\/strong>, dijo. Hace falta una normativa \u00fatil. Centr\u00e1<\/strong>ndose en la protecci\u00f3n de la salud y la prevenci\u00f3<\/strong>n de ni<\/strong>\u00f1os y menores<\/strong>, la despenalizaci\u00f3n allanar\u00eda el camino hacia una pol\u00edtica sobre el cannabis que tambi\u00e9n podr\u00eda ser ejemplar para Europa.<\/p>\n

REGIONES MODELO CIENT\u00cdFICAMENTE ACOMPA\u00d1ADAS PARA LA DISTRIBUCI\u00d3N DE MARIHUANA<\/h2>\n

El documento revisado de la coalici\u00f3n de sem\u00e1foro prev\u00e9 la venta en tiendas especializadas<\/strong>, como se hab\u00eda planeado inicialmente, s\u00f3lo en el paso del segundo pilar. Como era probable que la venta por esta v\u00eda fracasara a m\u00e1s tardar debido a las propuestas de la UE, se elabor\u00f3 una \u00ablegalizaci<\/strong>\u00f3<\/strong>n light\u00bb<\/strong> tras las conversaciones con la Comisi\u00f3n. Por tanto, el acceso previsto s\u00f3lo tendr\u00e1 lugar con los resultados de regiones modelo controladas cient\u00edficamente. La aplicaci\u00f3n podr\u00eda comenzar despu\u00e9s del verano.<\/p>\n

CANNABIS SIN MERCADO NEGRO<\/h2>\n

Ambos ministros se\u00f1alaron varias veces durante la conferencia que cualquier lucha contra el mercado negro negar<\/strong>\u00ed<\/strong>a oportunidades a la delincuencia<\/strong>. En lugar de que los traficantes se dirijan a los j\u00f3venes con fines de adicci\u00f3n para ganar clientes a largo plazo, es hora de crear formas de contrarrestar el abuso, dijeron. \u00abNo estamos creando un problema, estamos intentando resolver un problema\u00bb<\/em><\/strong>, se\u00f1al\u00f3 Lauterbach, despu\u00e9s de que le preguntaran varias veces si la legislaci\u00f3n no allanar\u00eda el camino al peligro de la adicci\u00f3n. Sobre todo, los resultados del proyecto modelo, que est<\/strong>\u00e1 <\/strong>dise<\/strong>\u00f1ado para un periodo de cinco a\u00f1os<\/strong>. Tambi\u00e9n formar\u00e1 parte del proceso legislativo el debate sobre la autorizaci\u00f3n de comestibles<\/strong>.<\/p>\n

EUFORIA VS. CONTINUAS CR\u00cdTICAS DE LA CSU<\/h2>\n

\u00abHoy hemos alcanzado un hito para la legalizaci\u00f3n del cannabis en Alemania\u00bb<\/em><\/strong>, declar\u00f3 la presidenta del Partido Verde, Ricarda Lang<\/a>. Con el objetivo de una legislaci\u00f3n que pueda servir de ejemplo para Europa, se trabajar\u00eda concienzudamente en otros detalles y se presentar\u00edan en el siguiente paso, porque, por supuesto, algunas cosas segu\u00edan siendo inciertas. Dif\u00edcil de todos modos, porque hab\u00eda y sigue habiendo preocupaciones, sobre todo por parte de la CSU<\/a>.<\/p>\n

Entonces, \u00bfnos acercamos a nuestro objetivo? Sigue siendo emocionante. El proyecto de ley concreto se presentar\u00e1 a finales de abril. Despu\u00e9s, corresponder\u00e1 votar al gobierno, seguido de la decisi\u00f3n del gabinete y del Bundestag. Pero sin duda hoy es un paso que dejar\u00e1 esperanzas en la industria alemana del cannabis, igual que despu\u00e9s de que se legalizara la marihuana medicinal en Alemania en 2017.
